Add Paragraph Object

This build tool is only enabled for drag and drop on a Hierarchy editor.

The paragraph can be a single paragraph for inclusion/exclusion or the selection of a paragraph from a list of paragraphs.

Finally the position of where this paragraph object is to be inserted (peer or child) is required, relative to the currently selected object in the hierarchy editor.
